Adds a Local Simulation page covering cascade simulate: the four actions (promote, release, rollback, hotfix), the state-diff plus effect-sequence output, the deploy-stub model and --deploy-result outcome injection, and the orchestration-not-deploys boundary. It notes the planned higher-fidelity act and gitea simulator without overstating it. The page is wired into the sidebar and a simulate entry is added to the CLI reference.
Verification: every example is real captured output from the binary built in this worktree, nothing invented; the docs site builds clean. Docs only, no Go or schema change.
